Q: “Metal Master”, is he a prototype for some other super-hero or super-villain?

A: from what I can see of the cover from www.comics.org , the “Metal Master” appears to be a robot (in which case you can say maybe he could be considered a prototype for Ultron) or else a guy in armor (in which case he might be considered a prototype for Iron Man)—but not having that issue on hand, your guess is as good as mine

He sounds more like a prototype for the Incredible Hulk villain of the same name. That version is a space alien with telekinetic control over most Earth-made metals.
