Maybe the police charged The Giant with robbing a bank. I imagine that stealing an entire bank building is close enough to bank robbery to apply. Of course, it's a good thing that the growth serum somehow managed to affect The Giant's clothing; otherwise the cops could have gotten him on indecent exposure!

Strange Tales#70 has a story about him
Atum the creator who rose from the waters of Chaos,
has decreed to Ptah the duty to protect the Pharaoh's
who obey Atum's laws.
When the life of a pharaoh, the son of Osiris and Re,
the living incarnation of Horous, is in danger, the
protection of Ptah is aroused. Then, effendi the
spirit awakens.
4000 years ago
The night the black star fell to Earth, some forty
centuries ago, Amon-re spoke to king Khalf-re, Lord of
Diadems, ruler of the upper and lower kingdoms and
pharaoh of all Egypt. The voice of Amon-re was soft
and did not disturb the Pharaoh's rest. But the words
were received and understood.
Amon-re spoke.
“As it is Atum's wish, so shall it be. In the rock
that Egypt has shall reside her spirit Ptah”. (only
the Pharaoh heard this).
Two aliens called Zokae and Okzik attack Egypt then.
