This is probably one of those covers that was touched up for some reason. Kirby either drew a different looking creature on the cover or Stan didn't like the way it looked and had it changed. Whatever the reason, it just doesn't look very good as printed.

Looking at the interior version of the character, I think he was redrawn/covered-up on the cover because they thought he didn't look menacing enough. Look at the right arm and notice how much bigger the left is. I suspect Kirby pretty much drew the character as he looked in the story and Stan had Dick Ayers or someone else, cover up and “bulk up” the monster.

“The Man from Tommorow” is an early non-monster, time travel story that was re-done in the 1970s by (I think) Lee and Don Heck in either Chamber of Darkness or Tower of Shadows.
